Business transformation, Project Management Office (PMO), risk management and stakeholder engagement strategy on a planned high-speed railway project
The HS2 Project is a US$85.5bn high-speed railway providing much needed additional passenger and freight carrying capacity between London and Birmingham by 2026 with an extension to Manchester and Leeds scheduled for completion by 2033.
Brief
Engaged to catalyse progress ahead of Royal Assent for the programme and the letting of Main Works Civils Contracts for the first phase of the scheme’s development to the West Midlands.
What we did
Designed and ran a PMO for the programme’s transformation and delivery strategy. Provided change management to effect capability development across staff. Engaged in commercial management support to ensure readiness for commencement of contractor works. Structured stakeholder engagement of the central team of executive directors in the client.
In addition, as a supplier of risk and value management services, we are helping to deliver risk architecture design and supporting risk modelling to satisfy parameters for cost and programme to meet funding requirements.
Outcomes
Our approach in all areas of capability has been to work as integral members of the HS2 team. We have provided highly practical outcomes and are regarded as agents of change and improvement in stakeholder management, staff capability development, programme management and controls.
"HKA’s track record of shaping major capital expenditure programmes worldwide has proved invaluable in the build-up to Royal Assent.
The team of experts are adept at achieving results in what are often mission-critical and highly politicised circumstances.
In our experience the success of such programmes is often built on sound strategic risk and delivery planning and thorough stakeholder engagement in these early stages."
