Daniel Kwon, Quantum, Delay & Technical Expert, Americas
Daniel is a Professional Engineer with more than 20 years of construction industry experience. His civil engineering and on-site experience, coupled with both claims and management consultancy experience, provides as a strong basis for his roles as both an expert in quantum, delay and technical disciplines.
Daniel has acted as an expert witness and expert assistant, providing reports and presentations in support of settlement negotiations, mediation, deposition, arbitration, and trial. He has testified in deposition, mediation and arbitration and has completed various expert witness training programmes with the American Bar Association (ABA) and SEAK.
Randy Besich, Quantum and Forensic Accounting & Commercial Damages Expert, Americas
Randy is a Forensic Accountant and Commercial Damages expert. He has over 14 years of experience in financial, accounting, and economic matters in numerous industries, with specific expertise in the nuclear power industry.
Randy regularly meets with executive teams of Fortune 500 utilities, and he has also assisted clients in financial reporting, audits, strategic analysis, investigations, and resolution of complex business disputes. His litigation work has focused primarily on commercial litigation and valuation matters, including breaches of contract or fiduciary duty, fraudulent conveyance, and shareholder disputes. Randy has managed the preparation of expert reports and depositions, and trial exhibits, for both state and federal courts, and has assisted his utility clients with regulatory reporting and accounting matters in numerous public utility commission proceedings.
Wayne DeFlaminis, Quantum and Delay & Disruption Expert, Americas
Wayne is a Mechanical Engineer with over 20 years of construction industry experience. He has been appointed as Expert in matters of quantum, delay and disruption on more than 30 occasions.
Wayne is a recognised construction industry expert and has been cross-examined in litigation and arbitration and has provided expert testimony on topics involving critical path method (CPM) scheduling, delay analysis, cost impacts, construction finance and construction management principles. He has advised and supported a wide variety of disputed project in matters ranging from critical delays and performance to change order cost impacts and disruption and has worked in the Bahamas, Canada, Chile, Qatar, and across the USA.
Baoqiang Zheng, Delay Expert, Asia
Baoqiang is a professional consultant with over 20 years of experience in construction dispute avoidance and dispute management. He has been involved in claims for major infrastructure schemes and power plants around the world.
Baoqiang has acted as named delay expert for two major power plants in Europe and in South East Asia. He has assisted the named expert on several occasions in matters of delay. This has included the production of expert reports in arbitration proceedings regarding complex industrial and infrastructure projects.
Andrew Drennan, Quantum Expert, Europe
Andrew is a Chartered Quantity Surveyor with over 20 years of construction industry experience. He has been appointed as quantum expert on numerous occasions and has a strong reputation for delivering concise, accurate expert witness evidence.
Andrew provides commercial and contract management support and dispute resolution for major complex projects across a wide range of sectors. He specialises in matters of procurement, valuation of defects, disruption, cost management and post contract quantity surveying, particularly dealing with problematic variations and final accounts. Andrew has worked for leading UK contractors in senior commercial management roles as a quantum and contracts specialist, including 12 years in a consulting role.
Andrew White, Delay Expert, Europe
Andrew is a Chartered Construction Manager who is regularly appointed as an Expert and Expert Advisor on delay and construction project management matters in adjudication, arbitration and litigation and recognised by clients for his thoroughly researched, clearly reasoned, “common sense” based analyses underpinned by his extensive construction experience.
Andrew is often asked to undertake independent assessments and audits of extension of time (EOT) entitlement on a broad spectrum of projects in the UK, Europe and the Middle East. Prior to his career in delay analysis, Andrew worked for major contractors for over 20 years in various roles from Site Engineer through to Projects Director.
Peter Caillard, Forensic Technical Expert, Europe
Peter is a Chartered Civil Engineer with over 35 years of experience in the construction industry. This includes major highways, railways, structures, and utility projects, as well as transportation planning studies and development projects.
Peter has undertaken forensic technical investigations into matters of design and construction on large-scale, complex projects on many occasions. He is a credible expert under cross-examination and has given evidence in dispute hearings, planning appeals, and arbitrations, and to a Parliamentary Select Committee. He has been engaged with projects throughout the world including the UK and Europe, the Middle East, Africa, and North America.
Bill Haggart, Forensic Technical Expert, Middle East
Bill is a Chartered Engineer with 30 years of experience in the field of building services engineering. He has acted as technical expert on several occasions, as assistant to the named expert and as part of multi-disciplinary expert teams for disputes across Asia, Australia, Europe and the Middle East.
Bill has been cross-examined and assisted in arbitrations, provided expert reports and participated in expert meetings for multi-million-dollar dispute projects. He has extensive international experience in the design, specification, monitoring and inspection of electrical systems for buildings across a wide range of sectors and he has a thorough understanding of the interfaces and interdependencies between the different disciplines and systems involved in the design and construction of buildings.
