Pub K’s Government Contracts Annual Review 2024

Jennifer Flickinger, Partner 

Jennifer Flickinger is a government contracts expert with more than 25 years of experience. Jen advises clients on challenging operational and compliance matters unique to federal government contractors. She assists clients to develop policies, procedures, systems, and controls to achieve compliant contractor business functions relative to FAR, CAS, and other regulatory requirements. Jen has extensive experience designing competitive indirect rate structures and implementing compliant accounting systems. Her experience also includes preparing cost proposals and related narratives, change orders, ROM proposals, REAs, and TSPs. While in industry, she was responsible for ensuring compliance with the Service Contract Act and the Davis Bacon Act. Jennifer has a strong record of negotiations with the US Departments of Defense, State, and Labor and the DCAA. She maintains active secret clearances (State and OGA). 

Mike LaCorte, Partner  

Mike LaCorte has more than 18 years of experience in government contracts, accounting, auditing, and management consulting. Mike has led consulting engagements involving regulatory compliance and business system assessments, investigations and litigation support, cost and damage analyses, organizational restructurings, bid protests, due diligence related to mergers and acquisitions, and management consulting. He is knowledgeable of the requirements of the FAR, DFARS, OMB Uniform Guidance, CAS, and GAAP. Mike has rebutted findings from governmental oversight bodies such as the DCAA and DCMA, presented findings to oversight bodies such as DOJ and government contracting officers, and participated in negotiations with the government on behalf of clients. He has worked on matters before the Armed Services Board of Contract Appeals, Civilian Board of Contract Appeals, and Court of Federal Claims, as well as provided expert deposition testimony on GAAP and government contracting issues.
