Andrei has over 20 years professional experience, twelve of which in construction and civil engineering.  Andrei is an accredited testifying delay expert. He previously worked as a planner and delay analyst for contracting and consulting companies on projects ranging from infrastructure and industrial to technology, residential buildings, and energy projects.

Andrei has been cross-examined in the ICC International Court of Arbitration, including giving concurrent evidence (hot-tubbing). He has testified during Dispute Adjudication Board (DAB) proceedings on five occasions and presented at adjudication proceedings.

Andrei has repeatedly acted as Lead Assistant to named Experts and assisted in producing delay expert reports, reply reports, joint statements, and delay analysis for varied disputes.

He was recognised by Who’s Who Legal (WWL) as an Arbitration Future Leader in 2023, a Construction Future Leader in 2022 and a Construction – Quantum Delay & Technical – Future Leader in 2022.

Andrei was a delay expert at HKA from 2017 to 2021. In that time, he worked on numerous commissions across the UK, Asia and the Middle East. He was also instrumental in establishing mentorship platforms for his peers and junior delay analysts.
